He mentioned that agriculture remains the principal occupation of the majority of people in Africa. It constitutes the largest productive sector in Africa and produces an average 32 percent of GDP. The Page 10 World Bank's report entitled Sub-Saharan Africa: from Crisis to Sustainable Growth -Long-Term Perspective Study (LTPS, 1989), 8 concluded that Africa's economies needed to grow by at least 4 to 5 percent a year to meet the employment and income needs of their growing populations. Since the primary source of this growth can only be agricultural production, the agricultural growth rate in these countries would also have to be 4 percent per annum.
