World Population Prospects 1990. Population Studies no. 120. New York: United Nations. CHAPTER 3 CONSTRAINTS ON INSTITUTIONAL INNOVATION: TRANSACTION COSTS, INCENTIVE COMPATIBILITY, AND HISTORICAL CONSIDERATIONS Douglass C. North D evising an institutional framework that will make possible sustainable agricultural development in the 21st century requires a clear understanding of the way institutions evolve as a prerequisite to effective policymaking. One cannot effectively design institutions without an insight into what institutions are, how they relate to organizations, and how they change.

The composition of the food consumption basket changes significantly in relation to income. Additionally, the food intake by an individual is limited physiologically. Use of trend growth rates, as done by Jonathan Harris (1990), are inappropriate. Demand projections have to be made simultaneously for the whole basket of commodities. Such projections can be made on the basis of a complete expenditure system. However, empirically estimated systems are mostly linear expenditure systems, which are not appropriate for long-term projections involving large changes in incomes and expenditures.
